The reason why you are having trouble finding it is I think it was a bonus added into your account "if" you transfered an original "Dragons' Dogma" save file, from the original game, to the Dark Arisen expansion. The reference to it appearing at the black cat store means you had to hit the minimum requirement of the file save transference when you had the original game and loaded the save when the game updated.
This does mean generally speaking that the Nun's Vestament will need a fairly old account of a player who never hard resetted (wiped out) their save.

If you bought the original game "Dragon's Dogma" without Dark Arisen, then Bought Dark Arisen as the expansion right now then it would show up in your save if you played prior to the expansion. I am basically saying it's impossible if your game is the "Dark Arisen" version that shows up on steam right now. The Vestments also not tradable or giftable, so at this point you would need to resort to editing game saves which I don't super recommend to most people.

No idea. You would need to learn or study for that.

You should have it in your storage after reaching Gran Soren.

The game was never sold without the Dark Arisen DLC on PC, so how would anyone transfer data from a game that doesn't exist.
I don't know why he thinks this is a PS3 forum.

No idea, I can't see it either on my save though.

That's only true on the versions for Xbox 360 and PS3. On PC, PS4, and XBox One, the "Set of Nun's Vestments" appears in your storage at the Gran Soren Inn.
