The only thing you can do to them is equip them with stuff that will become gifts for their owner when you release them.
While they are with you, you cant change anything else on them and they wont level up either.
Though what you can do is contact the owners, with your steam contact list, and ask them to change some thing on their pawns (skills, augment, vocation, etc....).

Yeah, if you come across pawns with no skills it's either that the owner didn't bother having them learn any before they quit the game or just prevered playing solo, which is also totally viable. Just that your pawn doesn't get exp or vocation points and ends up useless for others. Keep in mind that lvl 10 or 11 is still very early game, both offline and online pawns don't have many skills at that level anyways.
If you are playing on pc, you could use the "dinput8.dll hooks"-mod (https://www.nexusmods.com/dragonsdogma/mods/96), a cheat menu that lets you change skills and passives on the fly for both you, your pawn as well as rented pawns, at least untill they either die or you release them. It's completely local and doesn't affect other people in any way, so if you really can't bear with looking trough all the pawns or their minor flaws then go for it.
