As far as why can you hire pawns of such a high level, well.. generally you likely can't afford to hire one that high level compared to yourself unless it belongs to someone on your friend list, in which case the pawn is free. Then it pretty much boils down to your own personal choice... Do you hire a pawn that is that over-leveled compared to you and let it hold your hand, or hire pawns closer to your level and enjoy the experience of playing the game.
You get skill points everytime you kill a monster (not just by leveling up). You can spend those skill points at several NPC's (not just the Grand Soren innkeeper, he's just the character you had to talk on vanilla DD to unlock class change) to "purchase" new skills and unlock new classes for your Arisen.
Apart from skill points, you'll gain "ranks" from time to time for the specific class you're playing. Several class skills will only be unlocked once their class reaches a specific rank. For example Strider's "Pilfer" skill only unlocks and becomes "purchasable" once you reach Strider Rank 6.
The first NPC you can access that has all character development options enabled is actually Olra from BBI; find her at night at the Cassardis docks, ask her to send you to BBI and once there talk to her again (she only has skill options enabled on BBI), then you can ask her to send you back to Cassardis. Don't leave the BBI docks if you value your life (enemies are just too dangerous), just enable the fixed portcrystal nearby for easier returns to BBI later on.
Next, at the Encampment, near the rift Stone tent, you'll be able to find another NPC that allows you to purchase skills, but will NOT give you the option to change vocations.
The first NPC on "vanilla DD" that has options for both skill learning and vocation changes is the Grand Soren innkeeper. That was an issue on vanilla if you wanted to min/max your character (you can start changing vocations at lv10, and you'd probably reach Grand Soren at mid 10's unless you skipped content). On DDDA, Olra "fixes" that.

Pawn from your same level or lower are free to hire. Also, pawns from players on your friend list are free to hire no matter their level. To hire a pawn with a higher level than your arisen you'll require a currency called rift points (the higher the level difference, the steeper the cost). You can obtain small amounts of these points by picking some orbs that monsters may drop from time to time, but your main way to get those rift points is by having your pawn get hired by other players. Once a player releases your pawn, you'll receive an amount of rift points based on how much time your pawn was hired, were he/she went...
As a general rule of thumb, you gain vocation points each time you gain xp, be it by killing monsters or by completing quests. The amount of vocation points gained is related to the amount of xp you earned in one go, and vary depending that number according to a formula you can find on the wikia. It's actually pretty interesting because in terms of percentage, some xp gains are better than others to gain vocations points. In general ennemies that give less than 1000 xp are your best bet to gain the most vocation points out of every kill.
It's a bit complicated, so I recommend you read the whole thing.
As for rift crystal, they are relatively common in the DLC area too.
Having pawns higher level than you are in your party impact the amount of xp you gain. You gain less if your pawns are higher level than you are. On the other hand, you gain more xp if you have less pawns, and you gain the most if you are alone. Problem of being alone is your own pawn doesn't get levels.
Please note that only YOUR pawn gain levels along with you. Hired pawns levels are static. As such, it's recommended to change your hired pawns as you level up for better ones.

But why it's so expensive to edit your char again... 20.000RP this is insane :-(
Well, medieval plastic surgery is not cheap... think on how hard is to find a doctor with the skillz in Grand Soren... :)
Also, if I recall correctly, it's only 5.000RC for a single time change, or 10.000 RC to enable the main menu option for infinite changes (there are two items that allow you to change Arisen and Pawn's appearance, the latter appears on NG+)
