You don't actually have to meet with the Duke to get in. You can simply walk behind the guard without triggering him to enter the Pawn Guild.
The Grand Soren inkeeper moves to the Pawn Guild next to the main floor quest board, unless it's your romantic interest (in that case he'll be at your house in Cassardis)
You can also use Olra right an BBI's docks (talk to her at Cassardis docks at night to reach BBI, once there you can enable a fixed portcrystal for easier acess).
In fact, since Dark Arisen, is actually much easier for new players to go to BBI and change vocations there if you plan to switch right at lv10 instead of keeping track of xp gained until you reach Grand Soren (specially if you do all quests available before Grand Soren).
