Only pawns from your level range appear but you can search for higher level pawns in the rift
Rented Pawns will stay the same level you picked them up at.
Only the player who owns those pawns can level them up and "update" them at the Rift Stone.
As for the reason why they're leveling up, it is because every time you rest at an inn, you upload your pawn's details onto the server. Anyone who rents your pawn after that upload will use your pawn with those updated details. As for why they're leveling slower than you; their owners don't play as much as you, it's that simple.
Their pawns do get some bonuses for working with you as well (and your pawn too). Any battle experience against different enemy types will be shared during your time with them. Meaning if your rented pawns have immense bestiary knowledge, your main pawn will learn from that. And if you and all your pawns are fighting enemies unknown to you up to this point, upon gaining bestiary knowledge the rented pawns will get that knowledge and bring it back to their owners. It is a win-win situation.
Maybe im out of touch, but there are a main pawn (which is leveling up) and hired pawns (offline or online, doesnt matter, they dont leveling up)
The whole system built the way, so we are actively hire other pawns
The default settings (in Options) make Main Pawn available for all players.
If you've been playing offline the whole time then your Pawn is not in the Rift and no one can hire it.
Yes, it's by design.
