Downloading a save file in order to get achievements
I was wondering if that's doable cus I already have almost 200hs in the game but I haven't yet completed all quests and never beat the game on speedrun mode. If I replace my old saves with ones that are almost completed, will steam recognize achievements?

damn, I've tried 3 times to do all quests but I always managed to fail at least one and then it spoils the whole playthrough. I guess my patience ran out.

You can get game progress from someone else's save. But some achievements be given only at time of execution of actions indicated in achievement. Others has cumulative nature and can be remembered in save, forEx, getting X items into stack of inventory, or completing chain of tasks, and conditions for completing such achievements are checked every few seconds.
Thus, if NG+ progress allows you to get some achievements, it will be give at first check. So, you can get several achievements from another account at once, but not all, and this is easy to verify using steam family sharing.

about speedrun - personal best is 26 mins and world record is ~15m, as it turned out you can skip A LOT

Yeah, Speedrun wouldn't be much of a headache, but doing all quests flawlessly sucks. I've tried a bunch of guides, but there's always something on the road to ♥♥♥♥ you up and your run, like glitches with important npcs, guests givers that are also enemies that you can accidentally kill. In anyway, you play the game like if it was a homework, not for fun.
Epitome, if I receive a save file with at least one quest remaining to complete, considering that all of main and sidequests were done perfectly, will I get the achievement?

If all except one of quests are completed in current New Game (+), then when last is done, you probably get achievement. If they were done in past NG(+), then no.

Although, apparently, all achievements have check that runs at time of performing certain actions. ForEx, to get (Well Equipped - Obtained 350 pieces total of weapons and armor), you must get any item in inventory (or only weapon or armor).
After visit to any location, you will receive: The Tourist, The Vagabond, The Explorer.
After hiring any(?) pawn, you will get: Foreign Recruit, The Captain. Etc.

If you clear all the quests written here, you can unlock the achievement "The Hero".
Be sure to print it out and check it out.
By the way, speedrun should only do the main quest.

Wo long is by far the easiest of souls games after dark souls 3. Shame that you need a NASA PC to tank anything from KOEI TECMO and Team Ninja.

I might be wrong but some of your comments make me think that you didn't understand that the game has a new game + mechanic or how the NG+ works. The most imprortant part being that you don't need to replay the game from scratch, meaning launching the game using the "new game" option which erases your old save. If you missed some of the quests/achievements, just finish the game anyway (meaning finish post-game content) then you can start a new game using the "LOAD SAVE" option, you'll start with all your gear/pawn knowledge/level progression/etc, in that case, if you're missing some quests you can focus on doing them specifically while keeeping the benefit of having done the others in your first playthough.

He needs achievement "Hero". Most likely, this means that check of conditions for obtaining this achievement is carried out at time of completion of final mandatory quest (or maybe after completion of any quest, depends on way developer implements it, forEx, in State of Decay 1, can completely remove obtaining of achievements by editing .xml game files, or bind them to other events and conditions for completion, hehe).
Сondition for obtaining is to check fulfillment of each of quests from certain list (in this NG(+) iteration).

I tried in my NG+ as well, have failed 3 times in a row. Of what I searched, but I might be wrong as well, even in the NG+, you must repeat all quests, even the ones you've done in your first playthough to get the Hero achievement. So even if I missed only one in my first playthough, I'd still have to complete all of main and sidequests in NG+.
