It, along with some others, are included in the mod pack I mentioned in first post. And yeah, It's needed.
Default game skins will look blotchy. Lamps and flames will bloom out without Don't Blind Me.

Alas, when it comes to modding and merging stuff with the game_main.arc file, It seems a bit too much of a hassle for me to get into.
