I think it depends on the pixel density and the resolution. If you downscale, you will barely notice them. They are part of the Mini-Map HUD element. I have a couple of more screenshots. The bigger the resolution, they smaller they are. If you go above 1080 or 1080 they will be black.
I just disabled the Mini-Map, because it isn't that hard to get around without it. But for certain quests it is helpful, along with markers.
The original game ran at 1280x608, since it was demanding for the last-gen consoles. You can barely see the corner being cut off. It is black, opposed to white. I bet no one actually noticed that. But it is easy to see when you bump the resolution, even the pre-release tech versions featured screenshots with the corner having either black or white lines when the HUD element was present. This is just nitpicking at best, but it caught my eye. Since there are mods for altering various texture elements, i bet removing those few pixels from the overlay alpha of the image would solve the problem. It isn't actually tied to the background of the mini-map or the mini-map circle itself (because i checked those), but something else. Maybe some other texture file.
It could also be that the game somehow renders the mini-map on the edge for some weird reason, which would mean disabling the mini-map is the only option.
But if the problem lies in the texture file itself, someone could actually fix this.
I am happy to read this post and see this problem is not from my hardware :D
