You can learn and set skills when visiting Ecbal at the Encampment, Asalam at the inn in Gran Soren, or Olra or Barroch at Bitterblack Isle.

There is no stat allocation screen, this is done automatically by the game when you level up.

i meant how do i choose which skills to learn?

When you visit any of the NPCs I mentioned above, they will have the option in their talk menu to "Learn / Set skills" when you initiate a conversation with them. After you select this option you can choose to spend earned Discipline Points to learn a new skill.

Skills are being unlocked as you advance further in vocation ranks within a class.

After you purchase the skills you've selected with your Discipline points (which scale off XP), you then have to equip them on BOTh PAWN AND ARISEN in two separate pages under "Set Skills."

So many players forget about their pawn...

Kara is probably the most experianced of all us here. she and many others more active here (myself included) started on the console version at launch and have already had hundreds of hours. I've heard rumor that Karathrax has thousands of hours between console and PC dragon's dogma. She's also a heavy contributor to the wiki for the game (in particular the stuff related to pawns and their behavior).

Given your wording, I'm guessing you were expecting a pop-up level-up screen similar to games like Dragon Age: Origins or Dark Souls. You won't find that here. A level up will just happen as you gain enough experience points (as you certain know by now) and only gives you stat gains based on what vocation you are at the time of level-up (different vocations have different stat gains).

Other people here have already explained to you about how to purchase and set up your skills so I won't go into detail about that. But, you should know that your character level is separate from you vocation level. The vocation's have a hidden experience meter that is counting how many discipline points your vocation has earned overall. You earn vocation points as a percentage of the experience points you earn from killing enemies and completing quests (I'm always forgetting the calculation but in general it's somewhere around DP = around 10% of exp gained). Vocations have 9 possible levels/ranks and each vocation gains a vocation level-up at different intervals of discipline points earned. You can indentify your current vocation rank by the number of red wax seals on your status page (the General side-tab on each character).

Because of this separation of Vocation Rank/Character Level and DP/Exp it's possible to buy and unlock new skills in vocations without actually having to increase your character level. If there's a skill you want but just barely don't have enough DP for; just kill a few monsters and you should have enough (you can track your current discipline points on the same Status Screen, General side-tab, below the vocation rank). Oh, and since no one has mentioned it yet, you should know you unlock more abilities for purchase by increasing your vocation rank.

More precisely, discipline points gained scales as a non-linear function of XP. It starts out at roughly 35% for XP gains of 100 or less and caps at approximately 5% for XP gains of 1000 or more. So, to advance vocations quickly, you would be better off killing many small foes like goblins or bandits rather than big beasts such as golems or chimeras.

The ideal point spread for the best DCP gain is when you're killing monsters worth 90-99 XP per kill. This typically means Goblins unless you're in the postgame, then killing the Duke's guards are ideal.

It's not crucial that you hit that point spread exactly.

A Weal item will double XP and, therefore, DCP; hard mode doubles XP, DCP and RC earnings for rented pawns automatically, which stacks with a Weal item. Asura armor and the Ring of Perseverance accelerates DCP earnings; however, those items can be a chore to collect, and IMO, there are better rewards behind the Moonbeam Doors than either of its two rings.

"i wasn't expecting a leveling up screen but i did expect a place where you can learn skills "

As stated above, there are a number of people you can talk to who do that:

Ecbal at the Encampment.
Asalam in Gran Soren's Inn.
Olra, on the dock in Bitterblack Isle
...and any of the rest camp guards can also let you purchase and equip skills.

Just advance the main questline. You're given the opportunity to create your main pawn after three or four quests.
