Can confirm it works for me just fine, so the ones having issues are probably using more mods and probably custom armor ones.
Current list of mods i'm using: Japanese voice mod, Less Bright, Title Theme Into Free, Berserk Equipment Restored.

looks as if game cannot get right path to models or textures, or render them. I checked that mod files are in right paths.
I have several mods installed affecting game_main.arc, bbsrpg_core.arc, and perhaps some others. I also have modified npc398.arc file, so there was conflict with one that is in mod. But I manually unpacked both versions, compared directories in TC, and there only differed (in addition to localization files) 1 file responsible for Alon store list. So I took file of your assortment, which includes new armor, and packed archive back. I know how.
I don't think other mods can influence this one. So I will remove it for now and wait for this problem to be resolved. Good luck with search.
Then I take your individual .amr files (Optional files) and... Where should I operate with them? If I unpack my "vanilla" bbs_rpg.arc, just put .amr fires in specified folder and pack it back, then game does not start with same message.
In unpacking log, it is written that "Extracted 424 files. 424 were compressed and 0 uncompressed".
In packaging log, it is written that "" bbs _ rpg.arc created with 424 files. 419 were compressed, and 5 not compressed".
File bbs_rpg\scr\sky\DDCube0_CM.7808EA10 (0, 1, 2, 3, 4 parts of this file) is simply copied without compression.
Hmm... I wonder what might be point.
Your version of bbs_rpg.arc with weight 10.6MB, behaves same way - these 5 files do not compress. If I take another file, forEx, bbsrpg_core.arc, then packaging is complete succesfull.
Update the network drive folder please matey :)
1) have it (download it from nexus, unpack tool files in arbitrary place;
2) COPY (if you move instead of copying, lose this archive) bbs_rpg.arc from folder C:\Steam\steamapps\common\DDDA\nativePC\rom to tool folder;
3) select copied bbs_rpg.arc by pressing uppermost button "...";
4) press Extract Arc button, wait 5 seconds;
5) press Repack Arc, look at log (in same place as tool files);
6) if log at very bottom says "all files are packed succesfull", your tool works without errors, and I will look for problem on my local machine. If not, then this is really ArcTool problem (then question arises how gamesrule1124 repacked this file).
PS. Unfortunately, I again delete mod files, because I cannot solve above problem myself. And textures should be upscaled.

Yes, I know, there is another one, only I did not quite figure out how to use it (or it did not work for me, I do not remember). This one allows you to extract textures for editing. I used it before, everything was fine until that moment.
Okay, no matter, I looked at quality of textures of shirts (is evident), well, I'll wait, I'm not in hurry.
