Report a translation problem
1) Either you or your friend aren't online in the game (Each of you should go into the game Menu and check Connectivity). This often happens when someone fights the offline Ur-Dragon and forgets to reconnect afterwards.
2) If you have over 99 friends. In this case try filtering your search e.g. level, vocation etc. if they're level 200 search for level 199 and they will probably show up. Some people just unfriend anyone who hasn't played the game for more than two weeks. This is also a good way to ensure you only hire active players.
3) If someone is banned for corrupted data e.g. from using mods. This will normally last for one week. In this case the friend can be seen in the summoning list but the pawn can't be summoned.

For 1) I meant connectivity should show as "Online" within the game menu itself. Go to the menu, then "Options", then tab to "Gameplay" and connectivity should show as either online or offline. If the latter then change it to online. Your friend needs to do the same.
Occasionally people still have problems. Twice I've been able to find a friends pawn in list of friends in the rift but couldn't summon them but a day or so later they appeared. I've heard that sometimes the servers may not have updated for some reason but don't know for certain if that's true.
Have you tried a normal search by level/vocation/gender? Don't just look on your friend's list. I think that is Spelunker's #2 suggestion. You may have to open the rift stone menu several times, but often I can find friends in the search-by-level list when they are not showing in my friends list.
I'm gonna open a support ticket and see what happens.
