Think it even shows a little text somewhere on screen saying something about it when you try to use it.
There is no real need to do this, but it's a nice thing to do when hiring and will make the pawns you use more useful to you as well as to their player. It may also up the chance of that player hiring your own pawn if you've been helpful to them.
Cynka who is always really helpful to other players did this for me and since then I've started doing it too. I get a bit of satisfaction in improving the pawns I hire if I can, whether that's increased knowledge, better equipment, upgrade materials or just RC. It's one of the things I like about this game.
There are 33 different tactics scrolls in the game so obviously if you were to use a load of them on every pawn you hire you'd spend ages just doing forgeries at the Black Cat. I usually limit it to a few per pawn, in particular those I think will be most useful during the time they're with me.

It depends on where you are in the main story line. There are 7 stages but it's worth remembering that some side quests will no longer be available (until NG+) when you move to the next stage so if you're a completionist then do all side quests first. helpfully when you get to one of these points e.g. handing in the "Wyrmhunt" Quests or "Come to Court" Quests the NPC you hand them in to will ask if you are ready to proceed. The wiki gives full details if you want to check if you're safe to proceed.
After the main game there is still the Everfall to explore and BBI but theses only have a limited number of quests and are as you say mostly gathering or killing beast ones.
