Loots on ennemies start in BBi, and only on mid bosses type ennemies. Also that loot is cursed items that you need to purify using RCs to turn them into something usefull.

This isn't about level, it's about ...many things. Strategy for one.
Using magick, preferably not fire, is more effective against tanky dragons like Drakes than physical blows.
Also there are vocations and Vocations. Notably hybrids are much more potent than others, and magick using ones even more so. This all naturally stems from skills at your disposal and not necessarily stat gain.
Last but not least is tactics: hitting the heart is a good...start. Making dragon reel on the ground is the key to increasing your damage output - in case you didin't notice the beast is heavily armored. This way not only you who is attacking the heart can contribute to damage.
BTW What is your party composition?
Can we all agree to name this a "noob gamer move" and make a meme out of it ?
Just go watch some guide/tutorial video on youtube (search for nihil 0.0 check the playlist about how to handle specific type of monsters and the ones about how to play your favorite vocation), because from level 20 the poor hellfire grove's drake is a 10 minutes fight.... if you go there solo playing a vocation that have no ranged attacks to knock it off the sky when it takes off (aka warrior, fighter).
For anything else, it's just depend on how many time the dragon takes off to fly back to his spawn point, but I'd give it an average of 6 minutes.
In pre-grigori Gransis monsters level cap is 30.
If you're level 37, that must be the reason why you didnt get the tension combat music (designed to warn you when a fight is in your defavor) and also why your pawns didnt tell you it was okay to run away from that fight, they must have though of it as an easy fight given the level gap.
But dont feel offended, there's nothing wrong in being a newbie at anything, we all get there at some point (and go back to it when we stop playing a game for long enough).... just take it as a hint that there's much room for improvement by learning how to handle that type of monster...
