Did the servers come back up?

I'm playing DDDA post server shutdown and I'm seeing player pawns again despite having been playing offline for years. what's happening?

The servers have never shut down for PC.

the xbox360 also shut down. considering the ps3 is still working, i guess it's worth mentioning.
