There's no Steam Workshop support - so any mod installations will be a bit more involved than your typical game with Workshop support. Drag-and-drop type stuff. But it's there if you want it, although pretty limited in scope. I don't think any modding tools were ever released, so it's not like Skyrim where you had access to tens of thousands of mods.
If you have decent hardware, PC will give you a better experience than Xbox. This game is worth every penny. Dark Arisen is worth the price as well.
The combat is top-notch and the PC handles that combat flawlessly compared to the 360-- I know, I had multiple profiles on both 360 and PS3 and spent thousands of hours on multiple games.
the pc version looks better for sure.. but it is not the same feeling.
