Anyone got a key?

You don't need both keys. There isn't even any content that gets locked out by not having the other key.

Whats the point of the 2nd key then.

You get the either the first or the second key depending on how you talk to Target. If you threaten him you get one key, if you pay him you get the other.

They open different doors to the same area. I think the second key makes you take a little bit of a longer route as a minor punishment for being a jerk.

You can get both keys if you really must. Wear a Salvation robe as you eavesdrop on the two members talking to each other. When the two guys split up, walk up and keep engaging the one called Taggart (or some such) in conversation to give his friend a head start walking away. After 45 seconds or so of this, run to the alehouse where you should be just in time to see the other guy hiding his key under a barrel. Snatch that key, take off the robe, then go outside to the fountain. You should be just time to surprise Taggart following along, and you can then persuade him, either gently or not so gently, to give up his key. There: two keys.
