I mean, in a game that is all about not getting hit lowering enemy damage seems less important. But if you go into exchanging hits with something bigger then why not.
Just bear in mind that if you already have no problems inflicting Strength Lowered with this shield, that is via Perfect Blocking (Deflect)...why not simply Perfect Block all hits? ;)
Now, equipping the shield on a Pawn is a completely different thing.
You can’t perfect block everything regardless of KD / Stagger power and it’s not so easy not getting hit when you’re a solo fighter and you’re fighting 2 firedrakes at the same time.
Lowered strength can be useful occassionally, it’s nothing to cream your pants over but it’s fine.
The main advantage of dragon’s roost is that it has the second highest KD / Stagger power out of any shield in the game (the higher this stat on a shield, the stronger the attack you can perfect block) and it can be obtained right at the start of the game (though at the cost of a stamina penalty until level 46). The lowered strength debuff is just a bonus.
I’d actually recommend this on fighter pawns right at the start of the game. Sure they’ll lose stamina rapidly, but who cares they’ll be a perfect block machine if you remove their shield skills.
Also, if you’re a fighter, comboing this shield with steel will will make eliminators / elder ogres trivial, as they won’t be able to damage you at all as you hack away at them. Just watch for their grab / pound attack, it’s hard to escape from without eggression.
Also: I'm not sure if Stamina penalty applies to pawns at all. At least the game doesn't seem to care about equipping a Pawn with weapon with requirement above its level.
So I guess it just depends on the rarity of the shield / quality of the shield due to some weird magic hidden stat? That’s terrible design as much as I like this game.
Regardless, dragon’s roost can perfect block most attacks in this game.
