i have played this for over 300 hours. i have never seen strigori in the fallen city. on first run its devoid of enemies and on 2nd run there is only 2 sets of monsters afaik. so i call wrong on your statement.
Strigoi at the Fallen City, Pre-Daimon, is quite nuanced appearance. They spawn once you enter the Bitterblack Sanctum (and Sparyard dragons dissapear in turn, I think).
I suppose it's a punishment for backtracking. ;)
well thats special then. always nice to learn something new. i never returned from the sanctum pre daimon ever before as the city is deserted of enemies on first visit and its pretty simple to kill daimon on first visit on top. kinda strange way to spawn enemies there tbh i mean why would you even return there after entering the sanctum when liftstones exist.... but hey. i learned something new again. didnt expect that. thanks for info :)
be glad it exists. the rng for bbi lvl 3 gear is cruel enough already even with all the methods to manipulate it in your favor a bit. especially for the rare variants of the armor. if you would be prey to the rng nearly all chests except daimons would be utterly useless for getting gear basically.
