Progressing through the game will advance Stages. As you go through stages, merchant’s wears upgrade, and eventually you may find something worthwhile.
Like I said, though, the gear you have will likely not be replaced until after you kill the dragon.
Just mind that: chests contain kind-of-RNG loot. "Kind-of" means the pool per chest is limited yet the result is still drawn from that pool (yes you can save before opening a chest and reload if you don't like the effect). Also: there are no other hubs, there are travelling merchants at various "ducal posts" though.
Good weapons too, even if you fight the ur dragon offline
Beyond that, you can try clearing out the quarry to the west of Gran Soren, as it becomes a shop and a very handy shortcut if you do so (be ready to fight ogres if you do this). Finally,a little ways south of that quarry, the Enlistment Corps has a small outpost, and another shop. Both these places sell weapons and armor, but I prefer the ones from the shop in the quarry.
As for weapon.. yeah, couldn't find better either. Upgrade stars. If you want spend gold for weapons then you need to do few quests after you are done with wyrm hunt quests.
http://dragonsdogma.wikia.com/wiki/Escort_Duty flawlessly to obtain Gold Idol and then give it either to Madeleine (if you are Magick Archer) or Caxton (if you are anything else). They will offer pretty good weapons.
Or you get pretty good weapon for your class when you finish the story.
Other then that consult wiki. For reference these are ranger weapons. Not many. But "reinforced" is your basic weapon. Veteran Arc is what you can buy for mentioned quests. And Dragon's Blink is what you get for finishing story.

Find your own class and you may look where to find better weapons. But they usually could be only found in very specific chests and only with a chance.
