Can I go to BlackBitter Island after finishing the entire game or not?
For 'finishing the entire game' I mean the last part when after beating the dragon in the game (it's grigori , right?) , in the middle of Gran Soren a chasm has opened and I have to pick 30 Dragon's Heart to beat the final boss

You can go into BBI any time you want. That big chasm is the everfall and it has many chambers for you to explore. No limit on how many times you can go through either one.
You can go at any time. After Grigori the enemies are stronger so you will need a better gear and to upgrade your character. BBI and everfall are good places to get good gear.
However, you need to know that if you get all the wakestones and complete that everfall quest you will no be able to get back to Gransys, well.. you can, but not in the common way, there is spoiler here so i will not say anything.

Go to BBI before complete the wakestones quest.

Yes , I know that if I complete the last quest and enter in the last boss fight , I will not return to Gransys. Another question : what's the best level in order to enter to BBI? Is level 60 good?

As said before you can do BBI whenever you want. But I recommend level 40+ at least. You can do it earlier, but it'll be pretty difficult. I generally go the Everfall first, but don't hand in the Wakestones. As the monsters in the Everfall are tougher than the world's enemies, and you get tons of exp. So it both helps you get more levels, and teaches you how to fight stronger enemies. Not to mention some nice gear or upgrade materials dropping in the Everfall if you're lucky.

Some equipement require at least a certain level to use without stamina-penalty. some level-2 weapons and certainly level 3 weapons. But it's not easy to get level 3-weapons, anyway. You can get a level 2 Longbow relative easy, though. (Refer to the wiki and moonstone-key if you want to learn more.) If I remember correctly you need level 40 for level 2 and level 51 for level 3 weapons.

If I speak of "level" for BB-weapons, I refer to the cursed-status. There are 3 cursed-item-levels. You need to purify them at Olra. But some of those weapons can be found uncursed. They're considered a level-weapon, if it's also possible go get them by purifying a certain cursed weapon.

BBI lvl 2 requirement is 46. Lvl 3 is 51. Lvl 1 is 31. U can use them before U hit those levels but....the stamina drain is massive just carrying it around while using other weapons. Ascalon use requirement is 41. DK why that's so, it just is.

Requirement??????? There are NO requirements!! You caan go at level 1 if you choose.... and honestly dont understand why people get so scared lol Its not like the BBI gods are gonna come and crash your computer because you died!!!
Seriously though, go whenever you want, and try it out, there are so called "recommended" levels for each tier, but just try at anytinme, there are no penalties! :steamhappy:

You can go to BitterBlack Isle whenever you want, but you have to have nerves of steel and to know what are you doing, because if you are low level (I think under 50 or 60?), enemies, or at least bosses can kill you in one hit. Also BBI is considered as one of the hardest locations of the game.

And the weapons HAVE requirements. You can use them, but they eat up much more stamina, if you don't have the minimal-level as mentioned above.

You're confusing weapon level requirements with entry requirements into BBI itself. It's not the same.

Anyway. This is best demonstrated by renting a bad twink and seeing how it performs in battle. Low-leveled pawns with high-leveled gear will perform one action/spell and then bend over panting from exhaustion, making them useless for most of a fight.

Once upon a time I was curious as to why she was so popular and rented the then all-time most rented pawn on the PS3, a mage called Violet. She was level 30, wearing DF Abyssinal Armor and wielded a DF Volant White. At the time, that was the best armor and most powerful mage weapon available.

Violet went into the Everfall with me and cast one High Comestion at the Ogre, and missed because the Ogre bolted just as she cast the spell. She then keeled over, panting-- and the Ogre instantly killed her. When it came time to run up the walkway, I would have left her to return to the Rift, but exiting back through the Everfall gate deposited her at my feet.

Having overleveled equipment on a pawn is almost the same as having an empty party slot... and you don't get the 25% XP benefit from the empty slot.

I was speaking to level req for PC and NPC, to which, there are none. As for the weapon req's i concur, there are obviously req's for those.:steamhappy:
Lvl 60 is pretty good for BBI, you can do lvl 1 - 2 of the island with a normal effort. Go with at least one mage that can heal you, and some protection from petrification... there is a lot of cocatrices and Liches there... After lvl75 you can try 3th floor, Or if you are skilled enough you can try earlly.

Alot of BBI you can just run past and get to the goodies in the chests. Is what i did till i was strong enough to start taking on the bosses.
