Why does the Ruminator's Monocle go for 312k gold?
Is it bugged or what?

You probably haven't seen lategame/Bitterblack loot prices...

This one may seem high priced, especially at start, but it's one and only monocle in the game, with decent stats, a DLC gear, maybe that's the reason.

I've noticed also that the more classes that can use a piece of armor the higher the price.

Yeah, female armors, that [almost] all are uni-vocational are the most expensive gear in Gransys.
