Cannot run the game at a steady fps Gtx 1070

I'm having a bit of an issue when getting back into DDDA. In the main menu maxed settings I get around 55fps, but in game I get from 35-55 fps. Changing settings hasn't made any difference. I've updated everything and the issue persists.

My specs are:
GPU:MSI GeForce GTX 1070 DirectX 12 GTX 1070 GAMING Z 8G 8GB
CPU:Intel Core i7-6700K 8M Skylake Quad-Core 4.0 GHz
Motherboard:GIGABYTE G1 Gaming GA-Z170X-Gaming 7
Ram:G.SKILL TridentZ Series 16GB
HDD:WD Blue 1TB Desktop Hard Disk Drive
Screen:Samsung 4K UHD 28 Inch UE510

Any suggestions are welcome. I have run this game in the past with an older rig at above 60fps. Thanks in advance.

Brand and Manufacturer don't matter and yes all 1070's do have the same specs. Overclocking does not change the hardware.

All 1070s have a 256bit 8gb GDDR - Clock speed and Memory speed are the only thing that can change and those changes can be applied to any 1070.

Please look up your 1070 GTX and post a link in this thread. It will be no different than any of the other ones barring an overclock.

Lower it to 2560x1440 and see how it runs.

Gives me a bit lower fps at times, but stays around a constant 55. So worse than 4k. Which is why I think it's something silly.

So it's the same as any other... Brand doesn't a special card or make it perform better. So I have no clue why it mattered to you what cards were in the benchmark I posted.

It's not gonna magically run games better than any other 1070 out there... It's literally the same expect with an overclock that can applied to any 1070.

You acted as if it was. Not sure why that would be irrelevant. I'm not going to argue with you about how overclocking works. Which, by the way, I don't overclock my card. Please don't assume I'm telling you I run everything on 4k 150+fps. I have run games on 4k, you've seen videos that say other 1070s can't push to higher fps on 4k on benchmark, sure, not all card are equal in clockspeed or cores. But aparently, they are to you. So you can leave, no one is stopping you. I'm not going to argue with a random on steam, when I'm simply looking for support.

Idk what else the whole 'Not a stock 1070' would imply besides your seller overclocked a bit and that makes it somehow incomparible to an unclocked 1070 that could 4k this game easy, that being said this is likely a driver issue, or something using too many resources. I'd give it the good roundabout, disable xbox DVR, superfetch, uninstall geforce experience, etc

I will do that. Thank you. The information is there online. Some cards work better when it comes to preformace than others. It's simple. Doesn't mean it's some special thing no one else has. Like the information I've given states, I've tried running the game 2k and 1080p with the same performance. I'm not looking for some golden instant fix answer. I'm looking for something I, myself, haven't thought of. I don't have Xbox apps on my PC, so the DVR thing isn't an issue. I'll try a few things and see what happens.

Yes, this is actually my first real issue. I'm looking for things people may have run into with pretty much any other game acting fishey. Since no matter the settings I get the same performance.
