there is a shop in gran soren that can dupe things for a price(including quest items and mats for weapons and armor) I think it is that shop

It is talking about the Black Cat. You can look it up on the wiki if you don't want to search the city for it.

its best to look at a map. its hard to describe with words since finding it by hugging walls is going to take a while and its on the "inside" rather than a huggable wall

but if you face out from teh inn door
turn left
then go left down the ramp under the bridge and by the sewerway and go to the end then turn right and go past the harlot on the bench. its right around the corner from there.
