Any advice to fix some stutter while moving the camera?
In Gran Soren for example when there is a lot of NPC's and and I turn the camera I will get a fast stutter like the game is loading the NPC's, buildings details and what not!

This happens less in dungeons and when I'm in a open space without too much monsters so it look like it's a performance issues but my PC is not that crappy :(

It's not a huge deal but still I think it would be great to fix this :)

I tried the following:

Disable VSYNC in-game and use the NVIDIA control painel to force VSYNC in the game with triple buffering and nothing.

Tried variable frame rate and nothing.

I even tried to disable anything in the graphics option to make it run like a potato and nothing :(

Play in windowed mode and use Borderless-Gaming seems to fix the problem just a little but the stutter is still there!

try to change the windows 10 power settings to high performance or try another nvidia drivers newer and olders drivers.

My power settings are already on high performance and sorry I forgot to tell but I already tried an old and the latest drive. I also tried to run in Win7 compatibility mode and nothing :(

You don't have this problem when you play? What your PC specs? I was starting to think it was some kind of bad optimization that affects some PC's.

There is this new creators update Windows 10 installed recently maybe it's fault? But I'm not having any performance problems anywhere just with DD.

My only suggestion would be to double check the options in the title menu, like

Anti-Aliasing
HDR
Texture Detail
Texture Filtering etc.

Apart from that, I wouldn't know, my specs are on my profile if you wish to compare, as I'm running a similar hardware setup (Generation-wise). Also, screen resolution would be welcome, as trying to use 4K, can cause framerate drops, and graphics tearing.

As for your setup, with the Graphics Card and CPU, I see no problem with you using higher filters/texture details.
I don't think it's any effect like you listed cause I tried to run the game without any and it still stutter! I'm poor so no 4K for me just the good and old 1920X1080 :)

Just tried to disable steam overlay and it SEEMS to help just a little but it could be just me.

Searching here you can see lot's of ppl has/had this problem and some fixed it others maybe just gave up but I kind of already tried all their fixes so I guess it's game over and I will have to live with it?

It's sad cause it's a PS3 game and does not run perfectly on my PC. I don't know a lot but I think it's some problem in the game old engine and not any configuration I ever make will solved it. Too bad cause I remember reading ppl saying this is a good port :(

It's strange because this game really seems to be a very good port and it plays very well here. My PC spec is FX8370e @4.7ghz, 16gb ram, GTX1060 and I play this game maxed without any kind of problem....but I have a notebook i5-3230M, 16gb ram and radeon 8850 that runs this game fine too....I'm using windows 10 pro 64bits (creators edition) on both PC and Notebook.

your hardware seems ok ...I think thats a software problem ..I did see a guy saying that codec packs like k-lite could cause stuttering in games ...if I was u I could try to uninstal some stuff like codecs ...run msconfig to disable useless stuff and use ccleaner....if none of these things works I could format and reinstall SO.

If the game is failing because of something I really can't tell cause I don't have a lot of ♥♥♥♥ installed or stored in my HD or something like that.

I never installed any codec pack for ages since VLC media player came to existance so that's not the problem I think.

I kind of gave up cause I proud myself to not make my PC full of garbage :) I'm not a performance freak and I never care about FPS like some ppl do but in the case of this game I got annoyed cause it is a old game!

Well I'm not going to format my PC just for this game so I guess if anyone do not have any ideas I will have to live with it :(

EDIT: I tried to play another game I left aside because of DD called DiRT Rally and I remember to get a lot more stutters in this game after some update so I just updated my drivers and started to use adaptive vsync and it solved all my problems! Even after the creators update DiRT Rally is still playing perfectly as always so another reason to not reinstall the SO I guess...

One thing I find funny is that DiRT Rally seems a more detailed game and it uses 60 to 70% of my CPU cores while DD uses 70 to 80%.

That's really strange because DD have really low requirements and your pc is kinda overkill to it. 80% is high to DD I wonder if DD is reconizing well the SMT of your cpu... anyways beware of the new nvidia drivers, the latest NVIDIA drivers are terrible....I used to have a lot of problems with the GTX670 + new drivers (blue screens, lag etc)... with the gtx1060 I don't have any problem at all ...I think NVIDIA is unfortunately improving their drives to pascal cards and abandoning the olders.

I think this game just hates my GPU card or CPU :(

EDIT: Going to test a little by setting the priority to real time for DDDA.exe cause I noticed it uses less CPU when the priority is real time!

EDIT2: Nope I was wrong! Actually I think setting it as priority and play for a long time made it worse and I get 80% and even 90% in some cores for a old game like this!

Any ideas?

Have you checked to see if your Directx is updated? Stutter will come from 3 things. 1, something is up with your Directx or it's settings. 2 You're using Geforce Experience and you've let it automatically set things up for you and screwed it up./You're NOT using Geforce Experience at all. 3 It can also be something in your graphics settings. (Nvidia Control Panel) (I personally think this is the culprit). I say one of these is the issue, because your hardware is beyond what you need to play. Outside outright hardware failure, nothing in your system is causing that. It's common rhetoric to say "this game doesn't like my Graphics card". It's not only completely wrong, but it takes you further from solving your problem. if you had some no name card you found in a pawnshop; Sure could be the issue. A modern card of reasonable quality? Apply logic before getting frustrated. Open your Nvidia Control Panel and make sure all your settings are reasonable. Or, open it and post your settings so someone can tell you if something there is off. The game will play fine, you'll just need t o find out what's causing your problem. Oh, one last thing. You need a 60hz monitor to experience the game correctly. Make sure, 1 your monitor is set to 60hz, make sure you have Vertical Sync turned OFF, EVERYWHERE, make sure you don't have HDR ON in your control panel, then test it. If it still stutters we're narrowing down your frame drops.

The way the game loads things in will always result in some level of stutter. No matter what someone tells you, it isn't possible to get a 100% stutter-free experience playing this game even on an SSD with a 4Ghz CPU with the best IPC around.

TBH you just get used to it. The only things you can do that will reduce it to any real degree are opting to use lower resolution textures (less vram bursting) and lower LODs so that geometry loads happen less frequently.

For me directx is always up to date via windows update! Am I wrong? well mine says directx 12 and all tabs says it's all alright and I never even messed with directx in this PC till you talk about it :)

I'm not using Geforce Experience cause ppl says it sucks :) I tried it once but I really don't like to mess with game settings that much and I don't want they automatically changing stuff!

I'm usually happy in using the original in-game settings so my NVIDIA control panel is never touched! I only change things in the panel for DD cause I got problems but even with all of the options in the default causes me problems. The latest NVIDIA driver I installed I asked it to do a clean install and I still got problems so I think there is no need to paste my configurations here I guess...

Well I play using a TV attached to my PC via HDMI. I know it's not a gaming material but I never got problems with my TV for playing games!

HDR? I never messed with any control panel related to this! I play with it on in the in-game config menu but I tested the game with all options off and low and I still got these strange stutters

You can try to disable the igpu (intel graphics) of your cpu in bios if you didnt yet too... if you use a program like GPUZ, aida you can see if your gtx970 is being detected correctely.... its a comum thing that happens with notebooks, but It doesn't hurt to try.

It's pretty strange but HDR set to low in-game SEEMS to give a little help and I end up liking to have it on low.

As I always say I might be wrong since I'm not a expert but maybe because I don't have a SSD things load funny for me cause stuters? Like I was walking and everything was alright but then the game slowed down a little and I thought: It's a big monster! and it was :)

I don't have any stutters with i5 3570k and hd 7970, OP shouldn't have stutters too, his rig is even better. check your setup

The last thing that I have to say is that SSD doesnt improve FPS and game performance ..The only thing that SSD does is give u a faster loading screen... But a defective hard drive can cause a bunch of problems, freezings, stutters etc.... you can check if your HD is ok with a free program called crystal disk http://crystalmark.info/download/index-e.html
