I found the alley you spoke of (It seems I was thinking of something else), and managed to glitch the thief into a wall on my first try there, so I hit him pretty easily.
This is still definitely the worst quest in the game though...
I'm glad I managed to get lucky with that glitch, at least.

I would only (temporarily) skip a side quest if it was too difficult (likely due to being too low level, so I would just need to come back later), this quest was just ♥♥♥♥♥♥♥♥.
However, if you'd read the comments, you'd know that I DID end up completing the quest...
It's still a TERRIBLE quest though. I stand by that.
Archer seems to be the best for dealing with him, while Mage is the worst.
A mage's physical attack (with the staff) is far too slow to hit him. I only managed to hit him because I got him to glitch into a wall (making it impossible for him to escape).
He always starts at the slope to the church, gives you plenty of time to get into position for an easy grab.
Line up while facing him and grab just before he reaches you, if timed right he will run right into your grab.
