Report a translation problem
Longer version of the story: When I started a new game after the update, I decided to not bother with making sure there was a path from outside the safe zone to the banner until there was actually some threat to drain the food, so while I was working on flattening the safe zone, siege mode was active pretty much the entire time.
At some point I noticed that my colonists were starving despite the banner being accessible to them and there being plenty of food in the stockpile. Just like you described, they just weren't doing anything at all. Recruiting new colonists had them work fine for about a day (well, except for the miners, they froze as soon as they got to their work place), then they froze as well. I'm assuming that it happened around the same time that they got hungry and their programming told them to go get food - but apparently they couldn't find a path to the banner to actually follow through, so they just stood there until they starved.
I intended to work my way through the science tree to see if they'd be able to access grocery shops, but the science related threat forced me to leave siege mode if I wanted to have enough food to recruit more colonists to get to that point. The moment siege mode deactivated, a wave of previously frozen colonists started walking up to the banner. So at least in my game, my guess is that something wonky happens with pathfinding to the banner for all entities, both inside and outside the safe zone, once siege mode is active.
So I started a new game to look how big I could get on each type of food with 24/7 siege mode. So now I have 21 colonist, no threat level, enough food and fully enclosed wall.
With the enclosed wall I should get siege mode, but because I have no threat level, no monsters spawn and no siege mode is actived or notification appears.
And I'm seeing the same as described above, colonist stop doing anything when they probably get the food que, and starve a day later, and go get food and start working again when I open up the wall.
When I select a frozen colonist no path is shown and there are no icon above there head to tell me what is wrong.
Ps. this is probably related to the new signposts that came with update 0.9.1, which spawned monsters in the safe zone, that got patched in 0.9.1.1 (probably by removing signposts in the safe zone) and there for breaking the pathing for colonist when they look for the banner in a enclosed colony.
Did some futher testing, this bug will not appear when you have the grocery store (and probably the tools distribution table) unlocked and have placed in your colony. So it's the pathing of the colonist to the banner when in a enclosed base that produces this bug.
So for me it's fixed with the 0.9.1.4 patch.
