You'll need a workshop and some wood. You can't make it yourself.

He means Log i guess.
Logs are harvested from destroying trees or by a forester.
But there are two types of Logs .. Log taiga, Log temperate .. you need the same type of Splitting Stump (Taiga or Temperate) or it is made in the Workshop ... be aware of your Log Type
