addons tab is not full

im trying to enable import images as planes but my addons page is only showing 13 add ons

In case you're talking about Blender 4.2 then you don't need to activate an addon to import images as planes. It got moved to the "Add" (Shift + A) menu. There you can add images as reference, background or mesh plane.

Did the same thing happen to "loop tools"? I can't find it either in add-ons or in the shortcut.

OK, I found it by luck. For who having plugin problems: The thing is, the built-in plugins no longer come pre-installed. In the "Preferences" menu there is a section called "Get Extensions" (At the top of the "Add-ons" tab). You can download and use your old addons.

What is the problem? Maybe the addon you are looking for may have been added to the program. You can search on the wiki page or something.

I advise all of you who are confused about the new version, or just search for a specific feature that has been moved to a new location, to watch the video about the new features from cgcookies Jonathan Lampel, who does a video for nearly every new version since what feels like forever. Usually he has the answers before you could even ask the questions in any forum.

I Cant find bool tools, after update in been on "get extensions" but i click close button near it and bool tools miss

I don't know why you can't find it, it's there for me. If you want, you can download it manually from the link.
