I have a feeling steam simply removed the option to prevent games/programs from updating.
This is why everyone's blenders are updating.
Also: It isn't Blender's fault new versions do not work with older systems, that is Python's doing. Python put a kill-code in its binaries that will stop them working unless you have the latest spyware installed.
You can get a stand alone zip of the latest 4.0 with the Python kill-code removed (will work on older systems) I put a link in another thread on this same topic.
