Report a translation problem
You don't need to apply it for the modifier values to work. Just enter your values and the effect should be visible on your model.
I've restarted my PC and reinstalled Blender TWICE.... Come on xD
An example: just open a model and add the "Build" modifier to the model. It is set to start frame 1 and length 100 by default. Now move the timeline anywhere between 1 and 100, you should see your model slowly come together again, piece by piece. Now apply the modifier at some random frame between 1 and 100. The modifier is gone and the shape of your model stays at the frame you applied it. No more changes between the frames. That's what "Apply" does. ^^
