Should I be seeing other players?
New player here, only level 6, may be a dumb question but I was wondering... should I be seeing other players running around doing quests? Is the game not populated or do you only see the people in your group... Is the "darkzone" and "safe zones" the only place where you the world becomes populated with other players?? If so..... that sucks.

there is a social where the helicopter lands at the begining, and at mission starts you can do match up and then there is DZ. :) but you are correct as you run around in the world you wont see other players as that is your world. and in teams your will be in the party leader's world. :)

The Division is not an MMO - The Dark Zone is the only area in the game where it becomes PvPvE and populated with other players.

In the PvE area the game acts as a SINGLE-PLAYER game with optional co-op in a Squad. It serves for both styles of play.

Like to go SOLO (Like myself) you can, and It's balanced for that. Prefer CO-OP? You can do that as well, and It's balanced for that.

There are social HUBs as Nightnail mentioned. In these safe zones/houses you will see other players, and can start up a Squad and loosely communicate.

What Safe Zones are most populated currently?

It most definitely is an MMO. But no, generally speaking when running around you wont see other people. Safe zones, co-op, and Dark Zone is where the players can be found.

Esc>settings> no group management option dude. I can list them to you, but none are what you said. UNLESS I'm looking in the wrong settings, which then it's on you for not specifying.

It would suck worse if you DID see other players running about doing quests.

Picture ten thousand people all swarming across the gamemap. You'd literally have someone every car-length of every city and alley, and still have thusands more inside all the buildings and subway/sewer tunnels.

You'd never be able to level up, or collect crafting materials, or do ANYthing worthwhile ... because someone else would inevitably have got there before you, and done it already.

While you wont see randoms running around questing, you can set your privacy setting to open and up to 3 others will join your group and you can run around together in the open world. Had a blast with 3 other people just roaming the map and doing missions. Its in the group management option, its set to private by default.

I agree to disagree. Lol its an RPG with multiplayer capabilities. It's like saying that a bicycle is the same as motorcycle. They may look similar but they're very different. Not to say I don't get where you're coming from :D

No, it's not.

In essence, this is "Diablo" with very fancy lobbies / social hubs. Or, if you prefer, like thei first Guild Wars game.

Which means it's definitely online, and definitely multiplayer ... but not massively multiplayer, not really. Outside the DZ and social-hub spaces, you'll never have more than four players on the map at once.
