delete everything in the Documents->My Games-> The Division folder EXCEPT user.bindings (if you wish to keep your keybindings)

worked for me after trying every other garbage troubleshooting step

edit: this is faster than reinstalling it auto replaces the files with default settings when you load the game in a matter of seconds
