Overall war hounds are there to harass weak and routing enemies for extra loot. However, if you use them carelessly, they might end up costing you more than you earn from potential extra loot. They dont eat any food, or use medical supplies as far as old Hoovy knows, so I used to buy one or two whenever I got the chance.
They can also be used as distractions with heavy enemies like orcs, but they might increase the enemies' morale when they drop dead, so Im not sure about expendable wardogs. Someone, once again, can add to the answer :)
