Necromancers can revive infinitely, but they can't revive corpses when there's a unit standing on the corpse.
If Necromancers annoy you so much and you don't want to outkill their revives, try to push your formation forward first turn to get pod shots at the necro, or free up a tank after the Wiedergangers are engaged with your battle line and send your tank forward into melee range with the Necromancer. He'll just have to survive the bodyguards.
You can sometimes get them to Flee, but often times they just Rally themselves if no one is around to pin them.
