If the devs decided, for what reason ever, that the ingame lore says "women do not fight", that is fine.
I honestly can't remember the lore-wise reason for that, so i'll just assume that women are to smart to do the hard work and let the stupid men do the fighting and killing.
The main reason why women where not added to the game is, that they would need to adapt every freakin text in the game to fit that, It really has a ♥♥♥♥♥♥♥♥ of text that would have to be reworked.
I also do not see the point why the players gender or sexuality would matter for that at all. It's not a dating sim, right?

Per the FAQ, the reason you can't hire female mercenaries is due to the implementation effort required, particularly in the writing. Not sure what you read, but the amount of work required isn't changing and my understanding is that the devs would rather use that time to instead add mechanical, non-lore features to the game, or put it towards other projects (that may have female characters).
Hopefully that answers your question. The flame wars about whether they should or should not add female mercenaries are incredibly tired at this point and haven't meaningfully advanced the game or the community in a good 5 years, so I'd ask that you just add a thread in Game Suggestions to indicate you'd like the feature and move on. If the thread devolves into bickering, as it's prone to, I'll lock it.

Just switch "Dwarf" to "Battle Brother"
In Legends mod you have the layered armor feature that makes your bros feel like real fashion queens.
Actually, the only place the women are absent is your company. And even then - as arbuzzi8383 mentioned, there is a mod to fix that. Just install it and field as many battle sisters as you want.
