I think you should actually read the guide. Decapitate, the special attack, becomes fatigue neutral with mastery.
But aside from that I would say Roman Legion should all use swords as primary weapon and javelin as secondary. and they should level melee attack and ranged attack which ever rolls higher every level. So every bro is at least competent at throwing javelin.
Backline should also use sword/ shield and javelin, but to make it work, your front line will start to move out to create gaps. like a checker board formation. so enemies will walk into the traps so backline can hit them.
I think that is a cool concept closer to the theme, but would not work as a build for the endgame.
