Would be very tempting to make it a dagger tank. With the rather lowish damage per hit, these -15% damage don't hurt that much due to the number being lower, but he can attack 3 times instead of 2.
Maybe with overwhelm if the initative is good enough for that.
I often mess around with tiny brothers by adding fast adaption and rarely raising melee, to go miss with that first skill till FA raises my chance to hit high enough that puncture has a reasonable chance to hit.
But with that melee skill....he could just hop around, puncturing people a lot.
with a base damage of 20-40, that 15% are just 3-6 damage you drop per hit. so 17-34.
Could be rather effective to do that. because you deal it passing 100% armor and can do that 3 times per turn, assuming all hit that would be between 51-102 damage per turn.
Might as well hand him a shield in addition because he won't have use for double grip as a puncture killer.
It's far off meta, but...could be fun to try.
The obvious build with Tiny is a dedicated tank, but with 92 expected melee skill I can see why you would rather do something else.
Mace or Cleaver Duelist would kind of hate Tiny, but at the very least Stun or Disarm do not care at all. Could even make him a shieldbro with great passive defense that just uses Stuns or Disarms liberally.
Spearbro is an option. The 92 melee skill is overkill for this, but Spearwall is more about control than damage so it wouldn't be bothered too much by Tiny. Could do this and Mace/Cleaver as a secondary.
As far as 2Handers go, the secondary hit of Split Man from axes does not get nerfed by Tiny (or buffed by Huge, etc) so in that regard it isn't as hurt as other 2Handers. That said, the primary hit is the bulk of the damage and Tiny will hurt it still.
It's a %... the base amount doesn't really matter you'll still deal 15% less?
I mean, across 3 attacks, you'd still lose 9-18 damage, whereas on, say, a 2h hammer swing you'd lose 80-110 * 0.15 = 12-16 damage, which is basically the same as you'd lose on the 2h hammer.
Thresh spamming with style and extra, although random and unpredictable, utility (those 20% stuns).
