You can pick Fearsome, on a dagger spec + overwhelm it makes for a decent disabler.
Other than that, gifted is never bad, underdog if you feel mdef is an issue, maybe crippling strikes? It could be nice if you plan on spamming Puncture as much as possible.
As for the perks, it depends if you want to go with qatal daggers or not.
For a non qatal puncture build I would probably go recovery (3 punctures cost 45 fat), shield mastery, rotate, indom. Basically a single target tank that can act as indom roadblock. I like to have atleast 4 indom characters in a roster and puncture builds aren't good in certain fights. So giving him indom would be a rather small sacrifice for the company.
For qatal+2h mace:
Quick hand, recovery, killing frenzy, duelist. Smash enemies with the mace for daze, continue to apply 4 deathblows.
Pure qatal:
Duelist, killing frenzy, berserk and your choice between pathfinder, gifted, recovery and underdog. Famed qatal daggers with -fatigue on use don't necessary need recovery and the stamina pool is big enough to not run out of steam early.
Thing is just that he had insane starting stats and only ♥♥♥♥ rolls...
Should my focus lie on puncture or normal hits? If i take him duelist + double grip his normal dmg should be decent, with puncture i would obviously go with a shield;
Would rather not go with qatal, idk i dont like them :p even tho i plan on getting several maces.
...just got a possibility for a qatal build too ;p
Dagger-duelist still works with a Rondel or Notched Blade, just not as turbo charged as with a Qatal. Still more than viable, though.
this is the build I went with, I used pathfinder to reduce both the ap usage on move and fat cost.
carry a daze pot in your off hand and toss it as needed before attacking with qatal. mostly used it as a flanker so it wouldn't get surrounded.
He carries a shield and is used to steal armor from leaders or pretty much anything. The Fast Adaption syncs well with the three attacks per turn from Dagger Mastery by getting around high Melee Defense targets. Almost guarantees a hit in the round. Also, the build is a lot of fun to play.
My own look like this:

I had to sacrifice a perk and take Fortified mind since he is a deserter with low resolve.
I see two ways to continue him.
Very tanky: Shield expert, dodge, relentless. He will have around 80 Mdef at level 11
Less tanky but still good. Shield expert, owerwhelm, executioner. 65 Mdef at level 11
Well, hes not too bad like this
Can stab down chosen rather easily and can put 3 stacks of overwhelm on dangerous targets
I probably should have taken quickhands and used him together with flash pots but whatever
