Fearsome benefits from builds that attack more often, and while it benefits from having a high Resolve that isn't really a dependency. I've gotten a lot of value with just regular old 50 ish Resolve dudes (Banner buff also counts for Fearsome).
Fearsome isn't great on a single target 2Hander, but it can be decent on AoE spam or 4AP attackers. Duelist Qatal is great for it with three attacks per turn, and combined with Overwhelm can make a bro that is very good at 1v1 disablement.
So if you wanted to, you could try a Duelist Qatal build. You are projected to have 46 base defense, and combining Dodge + 3x Overwhelm onto that would bring most enemies to very low or even 5% hit chances in 1v1. You don't even necessarily need initiative investment either. 15 Fat Nimble armor with Hyena still gives you 109 initiative base which is decent. You can take a +5 roll or a few if you would like. Dodge also helps mend the poor base Ranged Defense, as it is pretty likely this guy becomes the primary target of archer fire unless you invest a roll or two into it.
Kind of a build like this. Works even better if you have enablers nearby who can setup Deathblows for you.

I always have a bannerman in every fight so I build them to have a good mix of offense and defense along with the rally.

A bannerman that can kill is a prized unit. Since he would not be a waste of a slot, you can take him every battle and get all the awesomeness that is extra resolve which increases all your bro's offense and defense. Wavering is a huge debuff while confident is a great buff. Just the presence of a bannerman can change how a battle goes. Why anyone would want to suffer a bannerman that cannot hold his own on offense is hurting themselves.
...you dont need to tell me that. I build ALL my bannermen with ~90 meleeskill.
I still hope i dont need to explain why a 100 Matk 40 Mdef dude is wasted on a bannerman.
