Other than that it's a matter of exploring aggressively and just plain old RNG. My recent barbarians playthrough has three named weapons by day 50, all from champs. Sometimes you get lucky, sometimes you don't.
Orc and Goblin items suck though for the most part :(
I feel you on the RNG aspect, my last game I retired with 6 legendaries from champions/camps on day 117. In my new play through, I'm on day 73 and I haven't found drek.
This is especially painful because some builds straight up require named weapons. Your average 2 handed mace user can get by at all stages of the game with just the vanilla T3 weapon.
An axe or sword duelist most definitely cannot. The hard choice is to either spec a bro for it without the weapon he needs, or else don't spec one out, and try to build a bro up once you find the weapon. Damned if you do, damned if you don't.
its very RNG, but it does help for sure. I have seen 3 champions once with a small force. Pretty sure this was cuz of bounty hunter.

I think the BH gives +3 to each of those numbers.
So that would mean every swordmaster you see in the world does a roll for 5% to check whether he's a champion.
The reason people see so many goblin champs is that their core archetypes can roll as champs, which means there are tons of rolls going on.
If you want a higher chance, you need to seek out chosen, orc warriors, goblins, and honor guards. Camps or contracts full of these guys will mean lots of rolls at 4-5% or so.
3-skull contracts can also boost your chances by about +5% per archetype already in the contract (IIRC - all of these numbers are just from memory). Again, the Bounty Hunter will not add extra champions on top, so if there are no valid archetypes in your contract, then the boost is meaningless.
