I've discovered two possible ways to reveal the unknown garrison (from what I've seen) :
Spotting a roaming army that is actually the garrison on the move. I've seen that a few times where I would camp out a few hexes away from an unknown encampment, come dawn a unit spawns from it with identical men, destroying the encampment alone destroyed the unit (disappeared from the map after the battle). I've also encountered a brigand roaming army that had a named leader wearing the wolf armor, apparently he was a garrsion roaming I guess, but I couldn't correlate his unit with a camp at the time.
The second revealing appears to come from rumors, so you might have to pay to reveal the garrison. I've seen this when I've passed an unkown garrison and entered a town, read a rumor and paid a few times for other rumors, then on my way back pass the encampment it had a revealed garrison ... So "blah blah blah out to the west is a camp" might reveal that actual camp's garrison.
Needs more confirmation from other players though ... :/
EDIT : ... Sorry to get off topic, but yeah, ambitions stink then you die ... :(
I think they need to do a little on the availability of such an ambition at such an obsurd level as, there is no way to really know without leaving the game and checking wiki or doing a google search what you are in for....
