Because I'm sure as hell not fighting Hexen + Chosen.
It's more or less same problem as with Schrats - need to bring heavy dps against Chosen but can't bring it due to Hexen. Nevermind that Chosen are op enough on their own.
It could involve a huge increase in roaming beast mobs while the main invasion comes down from the north. The hexen work their magic behind the scenes and coordinate packs of dire wolves and schrats while the northmen come down with their tamed unholds and warhounds.
Could even have special events where a hexen coven takes control of a town in a heavily forested location and the company needs to go and root them out. The barbarians would similarly conquer towns they attack in force, turning them into mob spawning areas that need to be freed from their rule.
Rather than destroying towns this crisis would convert them, forcing the player to reclaim them for the civilized folk and free the citizens that were taken as thralls. Maybe towns they are retaken have an event for a while after where you can recruit wild men with far greater frequency for some time.
About hexes and barbarian balance: Hexes could be somewhat rares among "ordinary" invasions packs: Only paired with barbarian kings, for example.
A "basic" Wild invasion pack would be a mix of barbarians and beasts. Like 9 raiders and 12 Webnechs.
A "boss pack" kill-the-warlord contract type will be like : 1 barbarian King, 1 Hexe, 1 schrat, 6 chosens, 2 armored unholds + beastmaster, 12 raiders + 2 drumers. Tricky but maybe doable.
Hexes could be as rare as barbarian kings in the "end-crisis invasion" scenario.
Is that really a problem?
