The thing I don't understand is why Goblins get lower range skill at night rather than day. I have always thought that Goblins should get normal skill at night and lower skill during day.
Most of the time you can control if you are fighting at night or day, so you can choose to enter those night battles with less archers or make sure your archers have weapon options.
The problem is that if they lower the penalty too much then it means that people that are relying on night time to assault ranged units no longer have the option.
The penalty does provide the player with strategies and choices... lowering it would remove some of the player agency.

Fangshire warbow at night is vicious on enemy ranged.
Unless people buy the Supporter edition they won't have that helm but yeah in the hands of a War Bow or named War Bow user, it's deadly at night. For the other mercs who are archers, switching to crossbows for night fighting should help with accuracy.
Like those times your high skill archer kills 2 people and wounds a third, none of which are the target you told him to hit.
If the shield and perk defense bonus aren't affected, the nighttime penalty is surely huge.
i was asuming my men were quite well geared but i also have to agree that their levels are rather low.
does the dlc even add stuff? i thought it was just a gimicy helmet.
