The Emperor set?
So I keep seeing this armor set (?) mentioned. Simple question, how do I find it?

It drops in the end game areas. I know for sure you can find the emperor's armor in the great underground goblin city and you can find the helmet in the black monolith. They probably also have a chance to spawn in the sea of tents but I can't confirm that.
