Can you connect mobile to steam and vice versa?

Apologies if i'm being paranoid but one can't be too sure nowadays. The game looks interesting but i wanna make sure that the characters themselves are not being made with some personality AI like those weird girlfriend AI apps. I hope you all understand my worry and concern and i hope we can all be polite about this and that i can get an honest answer to my question....
