Even if you cheat, CH devs have no power to ban you from Steam or deleting game in your library. All they can do its act in Justice because you break their rules, accepting by installing their software. But they have to proove you used cheat program against their game in your computer. They can only ban you from CH servers like clans.
If you never cheat, you won't get any problem.
Instead of cheating, that is bad & destroy game spirit, why you don't simply download savegame from high level ? That is legal.
Don't forget devs expect some player will buy rubies to continue game update. Behind game they are mans & womans who work for that & wait for real money for they jobs.
You can be banned from Steam forum is you incite others players to cheat as well, because you break Steam rules.
Because you have import button inside game and it can't check if this savegame come from your job game or from another player. If devs wanted that they probably blocked savegames with checksum features including unique GUI from specific computer to prevent savegames exchange between computers.
Those are there to let you backup and restore YOUR progress, not that of anyone else. Yes, the game can't check if it is yours or not, but that argument is basically "it's not cheating if you don't get caught". Of course it is still cheating.
Also, restricting the game to a single computer by using a GUID (the U already stands for unique and a GUI is a graphical user interface) would be a bad choice, a very bad one. Image you put thousands of hours into this game and your computer dies, so you have to get a new one. Then you are glad that at least you did regular backups. And then you are denied to import your own progress because you changed computers. You would not be happy at all.
Doing this is allowed but will take the fun of the game away.
No text in-game said explicitly it's forbidden to import savegames from another computer or from another player. That's all. Import button lead to message : "paste date here...".
You can find on Steam guides which contain few savegames to import, didn't see any devs or someone here who manage this forum said that is illegal. Even if it were illegal, anyone can as well share their savegames like they want outside Steam. Import button won't take care about that.
Cloud exist to import savegames cross-platform and between computers as well. So GUI seem to be worthless because you just have to add new machine on Steam settings to allowing it to get access to your account. Sharing savegames from all his machines on his account is 100% legal.

Are these editors approved or tolerated by devs ?

And to end, why by hell, devs reinforced mercs system to prevent all death mercs evasion if you can use editor to edit all you want in-game and i guess it will possible as well to modify mercs, isn't it ? In all case i notice this is in contradiction with "import YOUR savegame only".
I never said importing saves from other persons would be illegal. Of course it is legal, like editing save files is as well. But both are cheating. Cheating is not illegal, just frowned upon.
Not a contradiction at all. I said what those buttons are there for, not what they can be used for. They can be used to cheat as well of course, but that doesn't make that their purpose. Their purpose is to backup and restore your own progress, nothing more. The Steam cloud support is not very reliable and no argument against this, also exclusive to the Steam version of this game.
Btw, kitchen knives can be used to murder people. Nowhere on my kitchen knives is any text that tells me that I shouldn't do that. So by your logic that would mean that murdering people is legal and kitchen knives are meant to be used that way (among other not explicitely dismissed applications). Doesn't sound right.
All savegame imported will be always safe ?
Save game is just a text file. It can't infect your computer, the worst that would happen is the game considers the file invalid and won't load it.
