Because that is the other side - if the program itself needs to be supported by only the successfull developers, and the company has to wait until they get something finished, the interests and costs add up much farther.
However, for trying you can easily use Ace lite as that is unlimited in time, only limited in the amount of events per map etc, but there have been successfull (short) games completed in Lite.
Or you could wait until it is on sale - especially the sales with the IGMC on Humble Bundle were extremely cheap last and this year. MV isn't available on sales yet of course (and probably won't be for some time)
has i know and i can do mistake but all user with free SDK of UE4 if they want to sell game they need to buy a full licence or if a dev want to sell there game without full licence the only right they have is share for free and open-source it

I mean, think about it: How many people who buy this actually ever make anything with it? 90% probably come in with giant ambitions, create some stuff and then never finish. No money there.
And what about people who create a game then give it away for free? What then?
There one thing you forget. Experince is what your really paying for. That fact people make a game and release for free. Can make them look good when they put this in a resume. An if the game was good,it makes them look better. As for those who brought use it for a bit then they just got their feet wet. It still worth if they had friends or family who share steam account.
You never know. Ask yourself this who would you take more serious,Somebody who made a game using rpgmaker,or somebody who never made a game.
It doesn't have to be job related. I'm talking about in general. The resume might be farfetch,but the experince is true. An that what matters.
