SF Outside and SF Inside
As title suggests... what do they mean?

Means they are the outside and inside tilesets for SF maps, just as the names suggest.

Sad, but default tileset are poor.
There is half SCI-FI and half CITY.
I really want SCI-FI OutSide/SCI-FI InSide and CITY OutSide/CITY InSide tilesets, but this never gonna be happen...

I think that perhaps the issue being referred to is that the SF tilesets for interiors and such are considered too advanced-looking for an average contemporary city.

Although, in another note, is it not possible to rearrange some of the databases to make use of tile assets in settings they wouldn't normally be available to? I've only just started, so if I'm wrong...apologies. But I can't currently see why not.

Not so much that as that SF tilesets feature "indistinctly SF" tiles, with uniform colours and generic patterns that blur the line between future and modern industrial architecture.

it is quite possible and pretty easy to do if you have a minimum of technical skill with image manipulation software. All you really need to do is read up on the tilesheet layouts to keep from messing up.
