If you want only that hero to be doubly affected by potions, I think an option is to create an elemental type named "potion", set that character's element rate to 200%, and change the potion effect to HP damage, make "potion" its elemental type and a formula resulting in negative values. I haven't tried it so I'm not sure it works, but that's what I would try.
Since I was just looking to make character somewhat unique, I'm not looking to throw off all kinds of other things down the road just for this though hahahaha
