Don't upload someone elses work. If they want it to be on steam, they will do so themselves.
I know Itch.io. My stuff is on their as well. The uploader however chose itch.io as their platform.
Note that not everything on itch.io is free, or free to use.
Unless it states you may re-upload assets, you can not. This is not only within steam or the RPG Maker community, this is copyright law. If you upload it anyway, you can face serious lawsuits.
But then again, Why would you want to uplaod someone elses work anyway?
You don't need to upload them to use them in your project. If they are free to use (which is not the same as free to share) you can upload them with you game, but you will most likely have to encript the graphics.
The artist sharing his/her arts, do this so you and I have assets to work with. Feel free to use tons of free assets to make your own game amazing, but do not share the graphics by themselves, unless the artists give you permission. Again, this is aranged by law. Ignoring this is a serious risk.

Their is 1 single case in which you may upload the assets, and that is when the art is in the public domain. This can happen when the artist give up all copyrights, or after the artist has died for a period of time. This period depends on the country of the artist. In some countries it is 50 years, in some 70 years and in some 100 years after the artist has died. (So I guess you can forget about this, since pixelart didn't exist 50 years ago)

To add (a.k.a. "import") images/audio to your project, just copy them into the correct subfolders of your project folder. Tilesets go in img/tilesets, character sprites go in img/characters, etc. There's a built-in tool (Tools > Resource Manager) if you think that's easier than moving files around in Mac Finder. Some resources may need further setup in the editor, e.g. tilesets images need to be assigned to the appropriate pages of a tileset on the Tilesets tab in the Database.
If you're just starting out and don't know what resources should go where, I'd suggest working with the default resources for now until you have a better understanding. =)
I'm not by anyway have any intention of reselling them or using assets without credited the artists. I'm sorry if I used the wording wrong. I though "uploading" would be the same as "installing".
To use them in your project, simply add them to the right folder of your project.
Like faces go in /img/face/, characters go in /img/characters etc etc
